Capitol Management & Information Engineering Services is a Virginia Corporation, with its corporate offices located in Leesburg, Virginia. Our focus is to become the premier provider of Civil Rights, Safety, and Construction Management and Safety Services for federally assisted and locally funded transportation projects throughout the Mid-Atlantic Region. Our mission is to help State and Local DOTs, and Prime Contractors established meaningful minority business program participation goals, along with training and technical assistance programs for traditional and design-build construction projects. Our primary service area includes Virginia, Maryland, the District of Columbia, and Colorado.
Capitol Management’s core services are providing field support, safety inspection and technical assistance to Disadvantaged Business Enterprises (DBEs) and minority businesses performing construction work on heavy highway transportation and building projects. Our basic services include pre/post bid activities, mobilization, construction inspection, traffic control inspection, safety planning, inspection, and training. Additional support can be provided for business outreach, Commercially Useful Function (CUF) evaluations, Davis Bacon Wage Interviews, and Good Faith Effort (GFE) documentation throughout any construction project.

DBE Inspection
Means and methods reviews, material inspections, witness point inspections, and end item completion.
Field Support
Mobilization, de-mobilization, site preparation and maintenance, equipment use and maintenance, personnel mix and staffing, CUF reviews, Davis Bacon Interviews.
Contract Closeout
As-built plan updates, final invoicing, retention, warranty, and bonding releases. Fines, adjustments, and lien waiver reviews and processing.
Safety Services
Traffic Control, MOT Inspection, Safety Inspection, OSHA Training for horizontal and vertical construction projects.
Civil Rights
Administrative and field support services for federally funded/assisted construction programs. Specific support includes small business utilization plan, bid and proposal development, outreach, equal opportunity and access programs, Davis Bacon Interviews, Commercially Useful Function (CUF) Inspections, and Good Faith Effort (GFE) documentation.
Safety Programs
OSHA 10 and OSHA 30 training, job site hazard analysis and abatement, safety audits and inspections. Daily and weekly tool box topics are provided to work crews for a wide range of construction activities. Flagger training is provided for individuals and small groups working on construction projects in Virginia, Maryland and the District of Columbia.
Construction Management
Inspection, technical assistance, field performance reviews, constructability reviews, as built plan updates, scheduling, and punch list work. Additional support can also be provided for Partnering, Dispute Resolution, and Mediation Services.
